Christopher J. Balcik – Director, An Independent Voting Member
Mr. Chris Balcik is a Vice President leading Samsung’s Government Vertical in support of the Mobile B2B Sales.
Mr. Balcik has over 27 years of experience in the defense, intelligence and transportation industries. Mr. Balcik’s distinguished portfolio of engagements consist of working with public and private sector clients (e.g. FAA, DNI, DoD) on complex, large-scale systems engineering and technology transformations, concept of operations design, program management, business case analysis, and business process optimization to enable enterprise solutions implementation and integration. Results have ranged from reduced total cost of ownership associated with existing investments in infrastructure/application assets, improved service delivery and administrative efficiency via streamlined business processes, optimized investment strategies, reduced reliance on legacy skill sets, culture change, and increased compliance to enhanced decision-making around business/technical strategies.
Before joining Samsung Electronics America, Mr. Chris Balcik served as a Senior Vice President and General Manager for Camber Corporation’s Mission Support Group. In this position, Mr. Balcik led operations including P&L, strategic planning and business development for a 900-person, 17 office Systems Engineering and Training (SE&T) Business Unit, generating $200M in annual revenue. His team supported DoD and Civilian organizations world-wide to develop and deliver collaborative strategies and timely innovative solutions that achieved enduring mission success. In this role, Mr. Balcik also led Camber’s Modeling, Simulation and Training, and Unmanned Systems Centers of Excellence; these are core service areas for Camber, and provide a full range of innovative and cost-effective operational, simulation and training products and services.
Prior to joining Camber Corporation, Mr. Balcik was a Washington DC-based Principal within Booz Allen Hamilton’s Justice and Homeland Security account where he led the Firm’s Civil Aviation Decision Analytics business. Most notably, he served as the Technical Director for Booz Allen’s $750M Systems Engineering (SE2020) Contract leading a team of 180 engineering and technical staff driving the evolution of the Federal Aviation Administration’s Next Generation Air Transportation System (NextGen).
Before his decade of support at Booz Allen Hamilton, Mr. Balcik was a Senior Analyst and Program Manager for Quantum Research’s C4ISR Architecture development and analysis practice helping Defense Clients achieve improved performance and lower costs by addressing technology and mission agendas together. Mr. Balcik began is consulting career at KPMG supporting the Strategic Planning, Performance Management practice. He provided strategic planning and performance measurement support to several major U.S. Intelligence Agencies; assisted senior leaders with the development and refinement of a ‘corporate’ balanced scorecard used to align business and mission activities to the vision and strategy of the organization, improve internal and external communications, and monitor organization performance against strategic goals.
Prior to entering the civilian workforce, Chris was an Officer in the United States Air Force leading Command and Control support to military operations. His final assignment while on active duty, Mr. Balcik supported HQ Air Combat Command (ACC), Directorate of Operations in the execution of Secretary of the Air Force policy on highly sensitive military issues regarding disclosure of classified military information to foreign governments. Mr. Balcik trained and directed a network of foreign disclosure specialists at over 46 field locations, providing risk assessments for over 1200-cases annually concerning the release of vital military information. He also developed and matured a foreign relations program, which improved military training opportunities and state relations between the U.S. and 15 former communist countries.
Mr. Balcik is a recognized expert and thought leader in the field of Enterprise Architecture (EA) and Engineering. He has been a regular speaker and facilitator in the Federal EA community and highly respected as a consultant and advisor on the planning, development and deployment of solutions and capabilities that support complex engineering and infrastructure modernization projects vital to national and global transportation, security and government sustainability initiatives. Mr. Balcik was a speaker at the FAA’s Technical Symposium on the “The Operational Aspects of NextGen Architecture.” He discussed the enterprise-wide challenges facing end-users operating the evolving system to include strategies and methodologies (e.g., modeling/simulation, testing & evaluation, training and human performance, etc.) for technology insertion, maximizing operational performance and acceptance of integrated capability baselines, and approaches for containing/reducing system life-cycle costs.
In addition, the FAA presented Mr. Balcik and his team with an “Outstanding Contributor Award” for exceptional leadership in areas such as business case analyses and enterprise architecture development to guide NextGen implementation and integration. Mr. Balcik and his colleagues were previously named “Best Consultancy Advisor to the Air Navigation Services Industry” based upon a global survey of over 400 aviation industry professionals conducted by Air Traffic Management magazine.
Mr. Balcik actively contributes to community, and charitable organizations. He coached Little League Baseball and Golf teams, helping young boys and girls grow athletically. Chris has been a participant and continues to support the C.W. Bill Young, Department of Defense, Marrow Donor Program; in fact, Chris is a two-time bone marrow donor. He is also active in leading teams for “Rebuilding Together,” a leading nonprofit organization working to preserve affordable homes by providing critical repairs and renovations for low-income homeowners across the United States.
